Moses Otogo Obule was born on the 23rd of November 1960 in Bekwara Local Government Area of Cross River State. He attended St. Christopher’s Primary School, Abuochiche in Bekwara Local Government Area between 1969 and 1974 where he obtained his First School Leaving Certificate. Mr Obule had his Secondary School Education at Boki Boys Secondary School, Okundi, Boki between 1975 and 1980 where he obtained his West African School Certificate in 1980. Mr Moses Obule joined the services of University of Calabar, Calabar as a Clerk in 1980 and served faithfully up to 1987 when he gained admission to study Linguistics in the same University. While studying in the University, he was on study leave without pay and he graduated from the programme in 1991 with a B.A. (Hons) degree in Linguistics. After his graduation, he returned to his duty post and was latter upgraded to the rank of Administrative Assistant in 1992. This marked the beginning of his journey to his professional career. He rose steadily through the ranks and was promoted to the rank of Deputy Registrar in 2015. In his services to the University, Mr Moses Obule has traversed the entire length and breadth of the University from Academic Division (Registry) in 1993, Hall Administrator between 1993 – 1995, Institute Officer (Institute of Oceanography) between 1995 and 1997, Faculty Officer (Faculty of Education) between 1997 and 2005 and Institute Officer (Institute of Oceanography) between 2005 and 2008. Others are Institute Officer (Institute of Public Policy and Administration) in 2008, Faculty Officer (Faculty of Arts) between 2008 and 2009 and Establishment Officer between 2009 and 2010. He also served as Students’ Affairs Officer between 2010 – 2019, Deputy Registrar/Head of Junior Staff Establishments in 2019, and Deputy Registrar/Academic Secretary Graduate School, University of Calabar in 2019. Mr. Obule is a member of various professional bodies including Association of Nigerian University Professional Administrators, Fellow, Certified Public Administrators of England and Wales and Fellow, Institute of Cooperate Administrators of Nigeria. A one-time Branch Chairman of ANUPA, UNICAL Branch and a Former National Vice President of ANUPA between 2012 and 2016. Apart from his routine administrative duties, Mr. Obule has served in various adhoc communities within and outside the University. He is happily married to Mrs Ijeoma A. Obule and the marriage is blessed with children.
